Building Permits


Pennsylvania Act 45 - Uniform Construction Code

The State of PA has mandated that all Municipalities in the Commonwealth must adopt a Statewide Building Code.  The STATE LAW became effective on April 9, 2003.  The State is mandating/initiating regulations that will provide safe, consistent construction standards in PA.  It is important to note that prior to this State Legislation Pennsylvania was one of three States in the Nation without uniform construction standards.

Permits will be required for all of the following disciplines:

      1.  Building

      2.  Plumbing

      3.  Electrical

      4.  Heating & Air Conditioning

Although the new State Law is called the Uniform Construction Code with the exception of administrative changes it is basically the 2003 International Building Code.  All one and two family dwellings will be regulated by the International Residential Code.  Please be advised that there are certain exemptions.  When in doubt, please contact the Borough Building Official, Thomas Lowry - 610-692-9232.  Building permits may be picked up at the Borough Office.

                                                                         Certificates of Occupancy

             Certificates of Occupancy are required on all property transfers in the Borough of West Grove

            Certificates of Occupancy are required annually on all Residential Rental Units in the Borough of West Grove.

Trash Collection


Borough trash is picked up each Tuesday. All trash containers must be placed at the curb for pick-up no later than 7:00 a.m. and

removed within 24 hours. There is a limit of one trash container from each unit. Trash Stickers can be purchased from the Borough

Office for $2.00 for each additional 30 gallon trash bag.  Additional trash bags must have a trash sticker to be picked up. 

When the regular collection day falls on a holiday, trash collection will be the following day.

Bulk pick-up is limited to one large item per household on the last Tuesday of each month,  Bulk Trash Items are items such as:

washing machines, dryers, furniture - not large piles of trash.

Appliances containing freon (refrigerators, freezers and air conditioners) can be picked up curbside for a $20.00 fee.  Call the Borough

office to schedule a pickup - 610-869-2792.

Yard Waste Pickup - Curbside every Friday by 7:00 a.m. - Yard waste must be in yard waste bags purchased from the Borough - 10

bags for $10.00.  Yard waste that can be tied and bundled will be picked up on Friday at no charge.  Bundles must be able to be

picked up by one person.

Recycling


The Borough of West Grove has a mandatory recycling ordinance.

The Borough collects recycling every Friday. Recycling containers must be placed by the curb for pick-up no later than 7:00 a.m. and

removed within 24 hours. When regular recycling collection falls on a holiday, recycling will be collected on Thursday along with your

regular trash pick-up.

Animal Control


Residents of the Borough who own or keep dogs are reminded they must control their animals from running at large. In addition, they are

responsible if the animals disturb the peace by barking, howling, or making other loud noises for more than fifteen minutes. Dogs found

running at large and subsequently confined by police or private citizens are turned over to the S.P.C.A.

Curfew


Parents are reminded of the Borough's curfew. The curfew is for children under the age of eighteen years. The curfew states that juvenile

 seventeen and younger are not permitted upon any public street, or place open to the public between 11:00 p.m. and 6:00 a.m. unless

accompanied by a parent or legal guardian.
